URSI/WDC-STP Station Code Convention

URSI Station code is 5 character ID assigned by URSI to each ionosonde location.
First two letters are abbreviated location name.
Last three characters encode the location coordinates.

First character of the three encodes the station East Longitude band:

Second and third characters encode the station Latitude in degrees. For Northern hemisphere, those are simply two digit Latitude. For Southern hemisphere, the second digit of the latitude is encrypted:

The third character can be modified arbitrarily to avoid conflict with existing codes.
